You can actually do gifs in photoshop, it's pretty easy. Here's a guide :

http://www.wikihow.com/Create-Animated-GIFs-Using-Photoshop-CS3

It's pretty much the same process in CS4/5. Just set your individual frames and toy around with the speed settings until you get the effect you want.
