He's as smart as your every day country bumpkin from Kansas.
Kidding aside, I think it's really his pathological sense of responsibility that compels him to act.
He doesn't always take the time to think with his head if he believes his brute strength can resolve things quicker. I mean, has anyone noticed that he's always in a hurry? That's what marriage does to you. there's just isn't any time to think!

I think he may have been smarter than a supercomputer back in the 50s and 60s. Now, the computers have surpassed him, even if he was as powerful as he used to be.
But he's not anymore. Now, I see him as a pretty sharp guy, but nothing incredible. He probably still has super-recall or whatever, but he doesn't often use his smarts when he should.

Until Byrne's reboot, he was a super-genius.

You win. :buttrock:
But yeah, I'd say definitely above average intelligence, with extremely fast mindset in regards to assessment and reaction skills, but no scientific genius or anything like that.
That's what's so interesting (in comics) about the core of the Luthor vs Superman dynamic, in many ways it's brains vs brawn, only with a tweak, with Luthor often being hamstrung by his own hubris, and Superman being aided and strengthened by his pure heart and his strong moral belief system, things that Luthor sees only as weaknesses.
