In my opinion, it could go either way. And yes, it's the Storm vs Starfire aspect that is the determining factor. (Nightwing vs T'Challa would be close to a draw.)

Storm's control of the weather makes her the most powerful. However, physically she is weak. And Koriand'r is much faster and physically stronger. If Starfire acts quickly and takes Storm out, then the battle is lost early. If Storm is able to bring her full power to bear, then the advantage switches in their favour.

I see Black Panther's having the edge over Nightwing and Storm's having the edge over Starfire. Close, but it goes to those two.

i think Starfire beats storm no problem while shes rambling on with her "winds of the north let loose your fury" and all that other BS she spouts everybodys favorite Tamaranian would rip her apart
