Its in Valencia, Spain. One of my favourite cities to visit. They are currently constructing a huge bridge near this.

The city authorities diverted the river which was running through the city into an amenity area including this science park. They also built football pitches, a skateboard ground in the shape of Gulliver's Travels which also looks fantastic.
