Shadow King - he's beaten Chuck before, and is debatedly his better
Dormammu and/or Clea - both could best the Doc, through various tactics
Annihilus - has the intelligence and resources/manpower to destroy Reed
Zzzax - he's made of electricity, and Namor usually prefers to be saturated in water; case closed
Sandman - can't vocally detonate someone who'll just reform or can clog up your windpipes
Magneto - sure, Tony's made his armor "Magneto-proof" before, but Mags would find a way

It's hard to put together a dark illuminati because these folks tends to work horribly in groups. They'd either kill each other or vie for control over one another. However, for the sake of argument... lol
