It's the new Starman.

Ross created him in Kingdom Come, a background character.

I think this is the fifth or sixth character to take the mantle. If I recall correctly he doesn't have any direct connection to any of the other Starmen.

Man, I really need to read the Starman series written by Robinson before I read JSA I guess. Don't want them spoiling the Starman series on me.
