Put the utility belt on, problem solved!
If you think of it as normal weathering of someone wearing underwear on the bat suit, it won’t freak you out so much.

Strip it and convert to fully custom. This is still the best 1/4 scale Batman out there, especially with the Andy portrait. A fully sculpted conversion shows evidence to that.

I don't think the answer to this is a simple one unfortunately. That material will continue to disintegrate. You'll either have to cover it up or remove it.

Unfortunately this will happen eventually with the poor quality pleather they used. You'll have to find either a tailor to make some new briefs (cut out the old one and put on the new pair) or a sculptor to convert it to a fully sculpted piece. I have the same problem with my Batman PF, still haven't gotten around to finding a tailor yet.
I warned of this in the Task Master thread and had people saying this wasn't a problem. Yeah as you can see it clearly isn't a problem

it's a big problem!
I bought the exclusive and in Italy it is not cheap.
I found a tailor
but how do i get them in?
they should be sewn on but the tailor cannot do this

The only solution is to cut them off and have someone make a new pair. Try geewhiz customs if you dont have anyone, they specialize in scaled down tailored clothes
As far as getting them back on without having to break the statue the new pair of trunks will have to be designed like a diaper (for lack of a better example) and be secured with velcrow after installed, preferably this would be in the back and hidden by the belt and cape
