She's actually got super-durability; her skin is tougher than most. Not Superman-level, but she's up there. She's also got accelerated healing, and, as you mention, the deflection power of the bracelets.

But they're different universes, so I don't think that label means anything. For example, someone might be the most powerful person on their block; that doesn't mean that there isn't someone from another block that couldn't take them out easily.
I have no problem agreeing that She-Ra is the most powerful woman in the Eternia-universe; still, that doesn't mean she's the most powerful in
any universe.
I still think this is one of those fights that just isn't really solveable; the two characters just aren't operating in similar settings, under the same rules.
