Disney has Ventress listed as 5'9" so 69"...

An average apple is 3" tall so based on that her lower foot is about 7" above the bottom of the base. Now look at her outfit, it's atleast 2" above her head. so take the 23" - 9" and you have 14" x 1:5 scale = 70"

IMO the statue is 1:5 scale

Ah, the age old scale/height debate. Scale has to do with proportion size of which height is just one factor. Using it as your sole basis of measurement in determining scale when the character is atop a large base and not standing straight up leaves a lot of room for error.

Sideshow already has an established line of SW Mythos pieces, all of which were 1:5 scale. They’re clearly billing this as a continuation of that line so it’s more logical to assume this and future pieces will match that precedent rather than change it up without mention.
