I just don't agree with the whitewashing term when it's used for remakes designed for different audiences... Avatar, the last Airbender? Whitewashing all the way.

Marvel has had no problem taking 3rd tier characters and making hit movies with them... DC should give it a try...

Who's to say what qualifies as "Top Tier" or "Third Tier"? Your "Third Tier" may well be someone else's favorite character.

From an individuals point of view that's true but as a group consensus of comic book fans I think it's obvious who's top tier and who's 3rd tier.
