Sidehsow already implemented this for everyone in Europe. I wasn't able to order/pre-order anything unless I did apply for the importer number with my local revenue office. It's not really the companies, it's the governments that decided, whatever they decided.

I buy all of my Prime 1 stuff from Secret compass now. It takes longer to get them, but it's generally cheaper and I avoid this rubbish (Unless he's also implemented it recently)

Seems there is a up to 60% off on DC item on P1's website. Maybe you can actually get a good deal there if you don't get shafted by the shipping costs.
