If the answer is because his pants are made of special material why isn't the shirt?

There was an issue by P.David and D. Keowyn wherein one of the U-Foes (X-ray?) bombards Hulk with rays, decimating his clothes and flaying the flesh from his bones. His skin regenerates and THE LEADER says, "Please, Banner, cover up! You're giving some of us an inferiority complex!" (or words to that effect). Don't know the issue # (during the Pantheon period), but I thought is was damn funny.

I've got a better question. In his original outfit, Colossus wore blue pants which mysteriously disppeared altogether when he chromed up, leaving his steely thighs exposed. What do you suppose happened to the pants? They always reappeared when he reverted to human form.

During the 13 issue series of Heroes Return back in the 90s, the FF issues had the Hulk rampaging through DC and Jim Lee drew him in his birthday suit (with certain parts strategically covered up of course).
