This is just my personal theory, but it seems like it could work. HOM ended with...."where did all the powers go?" this ish seemed to pick up from that moment!

I never thought of that. But it does seem to make sense now, that they said he was gliding vs. running. At first I thought is was Silver Surfer and that's what he looks like when he hits the Earth's atomosphere, and Galactus was gonna follow, but with reference to HOM in pretty much every N.A., it makes sense to bring it all to closure there.

But if it is indeed Xavier, he would never allow for innocent people to die (shield agents in hulkbuster gear)??

The "intruder" is a little slow to be the Runner. Besides he was never really that brutal in his previous appearances.

Well, perhaps he is having trouble controlling/containing all the powers of the mutants that he absorbed, and is not willingly using them to hurt people.?!?

You should read the Thanos Quest. First he kicked Thanos's ass (but offcours he was beaten by the big guy), then be beat the living daylight out of the Collector.
I think it could be him. But then again, the Xavier (or another mutant for that matter) theory seems possible.

Interesting theory, but I think its finding a way to "force" mutant powers back on everyone. HOw does xavier absorb mutant powers? He has a powerful mutant mind, but I don't think modify8ing your genes is part of his power.
Anyway, they came up with some total bs excuse on how iceman got his powers back. Something like he psychosomatically belived he wasn't a mutant due to Lorna and made himself not have one.
