If Wolvy can do that I think he should be able to hurt Colossus badly as well. Just like for example I think the Silver Samurai should be able to cut through Colossus' skin with his blade when using his mutant power.
Add to that Wolvie's animal like keen senses, his speed and agility, his knowledge of the martial arts, his experience as a fighter who has seen it all and of course his healing factor and it becomes clear IMHO that Wolvie is the sure winner.
Wolvie is the best there is at what he does and I am afraid that will prove to be too much for Piotr.
Just my two cents though; YMMV!

Colossus for me. I remember when Wolvy was first introduced he couldn't cut Hulk. now he can?? I always thought that Wolverine can only cut through
things that he has enough strenght to. he shouldn't have enough strenght to slice up the Hulk the way he does now. this goes for Colossus too. Colossus all the way. Wolverine is so over-rated.

Wolverine should not be able to beat Colossus but because he is more popular some ignorant fans think he would win. Realistically he'd be beaten badly.

Ive always wondered when Colossus changes is he steel all the way through his body to his core or is it just a layer of organic steel around his flesh and organs?

All the way through including bones, blood and tissues.
I can see Wolverine being fast enough to keep from getting tagged by Colossus.
I also see his claws eventually doing damage to Colossus' osmium metal form.
Unless Colossus gets lucky or creative, Wolverine should win more often than he loses against Piotr.

In world war hulk xmen the hulk manages to break both of colossus arms at the elbow joint so i assumed there were bones under his steel shell

Actually, I think he bent the arms back distorting the metal reather than breaking bones.
Let me check.
Yeah, I think the sound effect is that of metal bending rather than bones breaking.
Interesting that Colossus still feels pain when in metal form.
