Ugly John was supposed to be pathetic, too. So I don't know that he should count either.
A lot of the characters from Generation X fit this bill, IMHO. I was annoyed as crap at Chamber, frankly. (Why don't you whine some more?) And what was up with his name? Chamber? How about Chinfire? Facefurnace? Chamber? What sort of a name is that?
Husk was a stupid idea, though I liked Paige's character. Skin was a stupid idea, and was a total South-Central stereotype. I still have no idea what the hell Mondo was supposed to be. And the whole autism/M/Penance thing was waaaaaay too drawn out.

Thankfully, I stopped reading X-Men before most of the momos mentioned here came on the scene. I guess I could give a nod to "Team America", aka the Thunderiders. They were a crappy stunt-cycle troupe that traveled the country righting wrongs. They originally had their own comic, then appeared in New Mutants. Their mutant power was the ability to manifest a gestalt-being called the Marauder, who dressed in black and rode a black bike. Ooooh!
