AP Evil Ryu eligibility starts at 6:00:00 PST. The first individual who earned an AP was at 6:00:04 PST. That is 04 MILLISECONDS, not seconds. People here are getting them confused and wonder why they didn't an AP.

That's incorrect. That is in fact 4 seconds, not milliseconds. 6(hour):00(minute):04(seconds)
