Marvel doesn't seem to be giving any love to the Hulk even though he was tres popular in the first Avengers movie (heck he was barely in the final battle scene of the second movie) so I am going to take my Planet Hulk opportunities when I can. They can tweak it a bit (which they would have to anyways even if they were making a straight forward Planet Hulk movie) and have Thor play the roll of Gladiator Silver Surfer since they can't use the SS at this point.

They're not going to go that route in a movie called Ragnarok. Since this taking place on a planet not Earth OR Asgard, it could very well lead to a solo Hulk movie while Marvel and Universal play nice (that is your reason for no Hulk love solo wise.). This is how I'd do it.
Maybe it's a situation where Thor and Hulk have to save an entire planet from Surtur, and in doing so Hulk is rewarded intelligence and control with a gift from Odin (or King Thor if Odin dies.) In his first intelligent conversation he talks to Thor about being afraid of losing control and just wanting to be left alone. Thor understands and gifts an empty planet to Hulk. After movie credits scene is Hulk wondering around when a swift blue disk is shot at him draining him of his strength. Camera pans out and there stands the Red King and soldiers. This leads to a true Planet Hulk movie full up with controlled Hulk, Warbound, and an opportunity to introduce a lesser known powerhouse in Surfers place. Hercules, Wonder Man, Hyperion, there are a world of characters to use.
