FWIW the closed mouth head is the actual 3d file from the most recent game.
Blanka is interesting in that his facial features have changed dramatically from game to game and art work to artwork so everyone feels a connection to the version they like while forgetting about all the other, just as official, 'looks' for him.
Capcom also has some pretty strict guidelines for him.

Just realized they uploaded the wrong pics. These are too dark and I asked for them to be lightened.

No matter what else if there is an award for "Best Hair on a Statue" Blanka wins.
So glad they didn't easy out with just a one cast hair piece.

As I thought, the new images that include the back muscles helped me read the form and proportions better. I'm gonna get the P1 Ex (so long as I can trade for it).
