I know it's risky, but have you considered having items shipped as a gift? I act as a middle man for a few SF members and when I ship to them (items they have won off ebay and shipped to me) I ship as a gift and they avoid taxes on the items.

When the box is large as a Hot Toys or more, this tactic almost never works.
Most of the time we pay the tax.
