Bill said yes when someone asked about it in his FB page, if you order direct from them, so I see no reason why it shouldn't be included.
Did your ebay reseller say it was coming with it? Make sure it's coming and make sure to ask.

but nothing has gone from my bank account
and the website says that they don't charge till September 
I Placed the order via paypal
and thats it no confirmation etc, only pay pal receipt notice

That's ok. It won't hurt too bad if they charge now. I just assumed they don't charge until they ship.
