It may be it's a cover for the flame peg holes on the flames as people complained about that :< I really hope it's the original head though :P

I hope it's the original head. personally, removing the flames from Sagat's pose (and Ryu's hadouken for example) would just make the pose(s) look unnatural (Double punch Sagat!).
