im 100% sure that Storm will be out, and my guess is that harley quinn and poison ivy will be out as well for dc line cause poison ivy is just a natural for this line

When you say Storm, Ivy and Harley will 'be out' what do you mean? That they will be released as bishoujo, or that they won't make the cut?

Storm is one of the Marvel most importan Females if not the most important one, so i think is obvious that she will make the cut

and about Ivy and quinn is just an educated guess, but i think they get high chances to get release!

X-23 won't be this year, since Koto has the larger X-23 coming out.
