Had to check just in case someone forwarded the email to you. Here is how I got it to work:
After you log in, click on the preorder tab, then on shin akuma. The preorder should be opened up for you from there.

Just in case the cart porblem is du to items you can't pay with paypal.
The paypal thing automatically empty your cart it seems.

Got it finally, for some strange reason I have two PCS accounts. I was trying to order using the wrong one. Then got locked out of my main account. But I'm good now. So happy to have both ultimate versions.
