Sadly, commissions are just so risky. It can either go well, so-so, terrible... You just never know.
My last commission was a little late but livable time-wise as I was kept in the loop. I'm fine with some delays as long as I don't feel like I'm being BSed. However, the commission prior to that one ended with me getting a refund. In that case, the deal was once cash was sent, the commission was to begin. I didn't want any of that ''You're on a list. We'll get back to you whenever'' business. I was promised a prelim the weekend following receipt of payment. After 3 months of ''Next weekend for sure you'll have the prelim'', I just asked for my cash back. I kept things civil and polite even though I felt BSed. In the end, I feel better knowing that I am more comfortable these days requesting a refund with the artist and agent when they are in breach of the terms of the deal they struck.
While it can be disappointing not being able to get art you want, I find solace in knowing that there will always be other artwork I want just as much or more out there.
