Days for Paypal payment to clear?

I sold a guy a statue and he pushed the money to me via Paypal. He sent it on June 23 and as of today, it still has not cleared. Does he basically not have the money in his account to cover it? Why would it let him push it if not? Never had anything take this long to clear.

Did he pay with a e-check?
or maybe he didn't have an account and just opened it and he didn't get verified yet to pull from his bank account.
Most e-check clear when paypal says the will.
