I feel like with lesser known characters it can get a little complicated.
There is also a domino effect at play because a release can positively influence the sale of another.
Right now I've skipped Ibuki, but if Makoto is released I would have to go back and pick up both, which means a new release essentially boost the sale of a statue that is already a few years old. (I'd still prefer MM but I digress..)
Hugo is just a piece of the puzzle. It's sale numbers can easily be influenced by newer releases down the line like a new Alex, Q, or Twelve, and vise versa.

Awesome that B and C tiers are being considered, but as I stated previously, I hope it's more than just because of his size. Hopefully it will translate into opportunity for other characters as well.
