I think he means the first POP figures. As I remember it, Catra wasn't an initial release for that line.

Catra was the main antagonist in the toyline, so she was of course in wave 1 of the POP figures: https://www.he-man.org/collecting/toy.php?id=463
Hordak and the Evil Horde are MotU characters which were used as the antagonists in the She-Ra cartoon because there was no He-Man cartoon any more to promote them at this time.
