Gouken vs. Akuma would be the ultimate dio, and I would also like to see a Bison vs. Rose. Or Bison vs. Guile.
But given Jerry's preconditions, I would agree with the already-mentioned Honda vs. Dhalsim. If you include the busts, there aren't many options left from the World Warriors, just Honda, Dhalsim and Balrog.
