That's actually how he got his name, it's an old title that the Rare team worked on (before they were called Rare).

He's got the metal arms from KI2, but the head & legs from KI 2013 it looks.

Glacius would be amazing, I always liked his design. If they could make Glacius and Cinder work, given their appearances and powers that would really be something.
