Yes.
She was in her earlier costume for a very long time. I know she had at least one change before the Rebirth costume in the picture but even that was closer to the original.

She had a few different outfits in the New 52 comic but this was her main outfit... I think they made her outfit more conservative when they moved her to Teen Titans Comic... Having Teen in the title they probably had to tone it down a bit..
