That is exactly what I thought as well. The design of this piece was meant to have a banner, she almost feels too "bare" or "incomplete" without it. The cape should have came as standards though I'm not sure what else they could have include as the exclusive however.
I'm usually the "less is more" kind of guy when it comes to sexy female statues but I think this one is an exception.
I find the capes to be a very important element to a lot of the Sideshow statues, some examples would be CoTD Kier, Shard and Red Death.
