depends-in a simple physical fight, my votes on Norman, he does have super powers after all, goes toe to toe with Spiderman as the GG.
if we're talking a battle where brain power comes in, or where Lex has some advance warning rather than being attacked out of the blue on a street corner, baldy all the way, no contest.
