I realize some of the guys on my list aren't brain-trusts/as ambitious as the Red Skull or Dr. Doom... I was thinking the "anti-Illuminati" more than I was their dark counterpart.
Otherwise Red Skull, Loki and the Leader would be a given, I'd think.
My team could offset the Illuminati while someone else's could hatch dark schemes.

Owen Reese seems to always be underestimated, though I honestly haven't seen him in anything outside of Secret Wars.

I thought I'd go with superior writing telling a compelling story...leaning heavily upon the word "could"
Baron Mordo = Could defeat Dr. Strange
Attuma = Could defeat Namor
The Owl = Could defeat Iron Man
Owen Reese = Could defeat Prof. X
The Mad Thinker = Could defeat Reed Richards
The Sphinx = Could defeat Blackbolt
