This is probably a good thing to happen. Keep cell phones only for emergencies and pull to the side of the road. I believe people tend to "zone out" when talking on cell phones while driving. It's very different than talking to a person who is in a car. As usually the driver and passenger are both still aware of what's going on. I also believe "zoning out" on cell phones has a lot to do with the length of the call and checking messages for who called, etc.
