We all know about some of the heroes that claim to be some of the smartest - but there are villains whose whole thing is about having superior intelligence like the Leader and Brainiac...
But as far as I can remember - the Leader has not done anything that puts him high on the list... his plans are things like "destroy the Hulk" "Make more Hulks" Create Humanoids"....
