I don't think they care "How exclusive" something is, they are gauging "How many can WE sell" That's what determines the #.
Your viewing the number by "Wow, there's so few!! This is SO collectible!"
They're looking at it as "Wish more people were interested in buying RIGHT NOW"
I say "Right now" b/c the number of buyers in the TBD sales windows is determining the edition size AKA their total revenue from the piece ever.
Hence why they let the TBD window linger a bit, hoping to see an up tick in sales or to better understand the overall trend in sales of the piece.
