I own 2x PCS Swimsuit pieces, and they are 1/4 scale, they are smaller than Sideshow's idea of 1/4 scale.
Both pieces larger than 1/5 scale.
The Powerlift Chun-Li is 100% very very large for 1/4 scale.

That nurse is 13.7 inches including base, that's straight up 1/6 scale. Elena is no kind of 1/4.

I own a piece by Yamato USA that is 1/4 scale, and the portrait is smaller than Elena's.
I am happy to call Elena a 1/4 piece. It's not 1/5 scale.

Got mine today, all 3. I'm really impressed. These have good weight to them, the statue and the base, and just feel high quality. The QC is also really good on all 3. No sloppy paints.
I've been out of the statue game for awhile. Are quality pieces a new thing, or has it been happening for a little bit? This is the 1st piece I've bought in several years. Back when I stopped buying, statue companies had switched from good quality polystone to producing lightweight hollow plasticy feeling pieces with paint issues. You'd feel lucky if you got a paintjob that wasn't 'too bad' and where the wonky lazy eye wasn't 'too noticeable' lol. This Chun statue has none of those issues that drove me away from collecting, and unboxing them felt like the good old days of knock-out quality pieces.
The only issue I have is deciding which one(s) to keep. I ordered all 3 because I couldn't decide which to get. I figured when I received them and had them in hand there would be one clear winner, or at least one that I liked the least and would be easy to let go of. The plan was to sell one or two off, but they're all great. I'm leaning towards keeping all 3 for now. If any of them end up escalating substantially in value in the future I'll decide then which to keep or sell I guess

Keep the 3. Make a shrine. If you get tired then sell.
Were you upset over the change from artboxes? Was it not as big a deal maybe since the actual pieces turned out proper?

Yes, not happy about the box situation. It was actually pissing me off as I was unboxing them lol. Because I was looking at the huge oversized filthy dirty shipping boxes and thinking hanging onto these just to house the styrafoam clamshells isn't doable. So not sure what I'm going to do. I'll need to do something like double bag them in trash bags or something, to keep them dust and ding & dent free on the shelf, and I'll need to be mindful of how I stack them so I don't bust up the styrafoam. Not sure what else to do, there's no good solution to this issue. It steams me up thinking about it

What if they were still double boxed just without the print would that solve the problems?

You can recycle at least one (or two) boxes right? I would.
Because the statues are exactly the same.
If you sell one later and the text is not corresponding you can just alter it with blackmarker. Protection during re-shipping is all it has to do (because there is no artwork). Some storage space saved

you mean if instead of the print they gave us a box? Yeah I don't know, it would kind of screw up their marketing because the versions with the prints are the 'exclusives' extra limited with their own numbering, so I don't see them wanting to do that. But yeah, I'd rather have a box, for practical reasons, than the print for sure
