Gotham Central would have made for an amazing vehicle for the "C and D" list bat villains. They could have hinted at the larger villains via things like frozen crime scenes and deceased with twisted grins.
Having said that I do like the prospect of Gordon and the GCPD battling larger than life villains before the arrival of Batman. Super villains showing up exclusively after Batman appears always kind of undermined Batmans benefit to Gotham IMHO.

Surprised this series didn't go to the CW Network....
Only thing that scares me about this being on FOX is they drop shows really fast unless it gets very high ratings right out of the gate...
If they make the show dark and gritty it should do pretty good, unlike Marvel Agents where the show is to bubbly and happy and is basically killing the show..

I think much of the series' success will hinge on the ability to make 'Gotham' as much of a character as the players within the city.
