I remember Acroyear being able to stop a moving lawnmower blade and throw the entire thing, even though he was only 6 inches high (and what a great scene that was). He also smacked Professor Prometheus' cyborg guards around. Still, a battle of strength against ROM? No way. The Micronauts don't obtain full size on Earth - at least, not that I recall.

You are right about the Micronauts obtaining full height while on earth 6 inches is as tall as they get. There was never a comparision done that would give you a idea of how strong Acroyear would be if he were full height. You can send Rom into the Microverse and he would be the same heigh as Acroyear and they could battle evenly. Acroyear was strong enough to knock out a full grown human while he was on earth and the Thing from the FF commented on how strong Acroyear was even though he was only 6 inches high. I'd say if Acroyear was full height he would give most bricks problems indeed.

Finding a good write-up on Marvel comics Acroyear is proving difficult.
From the comics we know he did have significant superhuman strength, capable of rending metel even at his reduced height of on Earth. He was the strongest of all the Micronauts and stopped an attacking Microverse warship by hand. The only reference to his strength is a comment made by Reed Richards that Acroyears strength rivals the Thing's.
I wouldn't expect his strength to be less than 50 tons.
Rom in his original MU write up was given a strength of 15 tons but I have also seen it at 70 tons. Given how he was able to knock around Colossus, I suspect the second figure to be more accurate.

Both of these characters are fairly even in terms of strength, flight, fighting skill and durability.
The difference comes down to their weapons. Acroyear's energy blade just isn't as formidable as Rom's neutralizer, so I'd give the advantage to Rom.
However, Prince Acroyear does have an ace in the hole. As the leader of the Acroyear race, he is able to draw cosmic-level power from his homeworld of Spartak. In this manner he can temporarily raise his strength and gain vast energy manipulation powers sufficient to combat Baron Karza, while he possessed the Enigma Force (Captain Universe).

Defense: Rom took swipes from Wolvie's claws, so he could probably handle Acroyer's swordplay.
Offense: One word: neutralizer.

ROM has his incredible strength and Plandanium armor and...let's see...Wolverine's Adamantium claws didn't do any damage to ROM's armor (see ROM issues #17 and 18)....
Oh, and ROM does have his Neutralizer if the battle gets out of hand...
Acroyear has his sword and strength...what else?
So, ROM more than gets the upper hand in this contest and gets my vote.
