Yes, the stars are decals. Neat they used this method, may have looked messy if hand painted.

In my experience decals always eventually start to peal after several years... Although I would think they would spray some sort of clear coat over the stickers to keep that from happening.. ((( Shrug )))

It shouldn't. The tattoo decals on my 2012 Arkham City Harley Quinn statue haven't peeled, it's displayed in a glass cabinet.
