I have a feeling that they don't fully research the characters. Sculptors and painters are probably provided with the inspiring artwork and that is about it.

Your eyebrows are usually pretty close to your hair color, so they probably thought "White hair.....white eyebrows."

Yes but she has never had white eyebrows in the comic books. This is almost as bad as Bowen White Queen blue lips. It's like Black Queen is a Grandma bit without the wrinkles.
