I consider number 11 the first appearance too.
They did that with Wolverine in the Hulk book, 180, had the last page cameo but 181 is the full appearance and this book is considered 1st one.

I think this Juggs will display great with the original Hulk PF, he looks to have the same pose as The Thing PF which was designed to display against Hulk.
