As soon as you said, "Not even close" I was sure you were going to say Supe Prime. LOL
Prime has the strength, speed and powers of a pre-crisis Superman. Meaning as powerful as the regular Superman is now, Superboy Prime is even more so. He's even moved & destroyed planets  Can SS do the same? Oh yeah...that's something that Silver Surfer's boss, Galactus, can do 
Here he is moving the planet Rann during Infinite Crisis...

The surfer can manipulate all forms of matter And energy, is impervious to physical harm and can destroy planets with his control over the power cosmic
How can you move a planet, wouldn't it collapse under it's own weight?

yes moving a planet is crazy and whacky beyond belief...but hey why don't you tell me some more about the silver man on the flying surfboard that can manipulate matter

Silver Surfer all the way....
I once saw a really angry Hulk stomp on the Surfer, and Norrin didn't even flinch.
Now, don't get me wrong, in my opinion, there isn't a scarier villain around than Prime, but if you really think he can beat the Silver Surfer, then you don't know much about the Surfer...
Besides the fact that he is ALSO among marvel's strongest, fastest, and indestructable, there is indeed the fact that he can rearrange ALL matter at will...
This means he can turn Prime into a little bunny if he chose to...
Not even a maxed-out Superman can beat that.
But that's just how I see things.

Has he ever done that to any villain???
This is always the pinnacle argument in these figts, what would the character do, not what can they do.
If Supes fought the Hulk, Superman could win the fight by orbiting the Earth and causing a massive series of tactical nukes with his heat vision, destroying the planet and Hulk. But he wouldn't do that, because he's a hero.
