I actually like his design.

They explained that Ed, as a replacement body for Bison, ages faster than normal till they're old enough for battle. I guess that makes sense now for his current design.

Based on past comments by Jerry and what has been done thus far, I don't believe it's broken down that way. I believe PCS has access to all characters created and owned by Capcom.

So no Street Fighter EX, Arika-owned characters.

No characters from crossover games, e.g. Marvel, Tekken, etc.

But all characters from Street Fighter, SFII, SFA series, SFIII, SFIV, SFV should be doable. The only exception I can think of may be Ingrid. She's more of a guest character, with rights shared (or controlled) by another individual.
