I'd recommend using a hairdryer due to the risk of water seeping into seams/cracks or the material itself.

Yeah, I've employed Museum/Earthquake putty for a few different reasons, including keeping some tipsy figures upright. Like my Starfire and Snapdragon busts that both have a tendency to tip over backwards. I tried it for the Catowoman bishoujo cats but they still manage to fall off.

Oooh, nice, thanks for that!

Edit: (Boo, the one figure she couldn't get to budge is what I'm thinking will be the case with Sakura. It's Koto too.)

I've actually used the hair dryer/ice water method on my Ninja Garden Ayane, Final Fantasy Yuna, and a Samus figure before with great success, but my trepidation with employing that on Sakura is that they have some kind of support in her leg I'm not sure how that will react, but I might give it a go since she's perpetually getting worse.
