As I understand it Cyclops has a concussive blast and superman has heat vision. Superman would be able to withstand the shock or impact. Cyclops would not be able to withstand supermans heat vision.

My thoughts exactly.
And I've always wondered: if Cyclops' optic blasts are concussive, and he's aiming at an object that is larger and heavier than he is, wouldn't the blasts knock him backwards, rather than knocking over the target?

In a contest between Cyclops and Superman obviously Superman wins as Cyclops is basically human with just his optic blast.
But in comparing the two eye "powers" it seems to me Cyclops Optic Blast would have much more power on, let's say, a building.

Supermans eye blasts are stronger. I say this based on looking at the descriptions of their respective RPG power ratings. At least, how I remember them.
