Payment plan length is based on shipping date. As the shipping date approaches payment plans shorten to 3.
This seems pretty standard.

I'm pretty sure that is because it's one month closer to release day so the option for flex payments automatically reduces to a smaller number. Definitely not the way to encourage potential buyers who want to budget for this if they were actually considering a purchase.

if you dont order the month before the plan starts its shortened by a month until it gets down to 2 or 3

I would imagine the odds of impulse purchases being kept are much higher close to the ship date.
Show it now and impulse pre-orders become future cancellations.
