Wanted to add, the main reason I would guess this Ultra is someone like Bison, Balrog, or Dhalsim is that they were said to be in the works in the Ask thread.
After Juri, it did seem like Jerry was leaning towards an A lister next in the Ultra line. Could be wrong though.

First thing I thought of was Cody when I saw the bricks.
I wonder if it could be someone from the past that capcom is putting out in season 2 of SF V.
Jerry make an Ibuki statue!!!!!!!
That character is cool, could be in several awesome actions poses and her SF3 and SF4 costume lends itself to making something look awesome.

Around the base there are metal plates. I can't think of anything that would associate it with a sf character. Maybe Q?!

The Ultra line kind of takes it's name from Ultra SF4 in the first place, so it's definitely not SFV specific for sure.
The rock base to me looks like it could be for Akuma ground pound pose, or maybe Bison tiptoe "floating" with his arms crossed.
Akuma we know is being worked on, and we saw Bison's belt, so it could be one of those.
