Pixelated Hugo always made me think of a cross between Leatherface and Andre the Giant

Agreed on the Leatherface likeness. The pixelated Hugo looks younger and more scary / freaky.
To stay on topic. Poison looks better without a garter.

The reason the 3D Hugo looks weird is because that isn't actually USF4 Hugo (or Poison).
It's SFxT Hugo. Same character model, different shaders.
He never looked quite right to me in SFxT. But USF4 muted his pallet a bit. And lost the Dark/Dirty looking shader.
The end result was him looking much more similar to his pixel art.

Guess what...the garter is...GONE !
We had to photoshop it out in the images as they were already prepared.
