Looks to me like it's just acrylics applied with a brush.

agreed - if you look at the base you can see what appears to be a few brush strokes that ran off the bust

Here is chucks own words on how he painted it hope he does not mind me posting it here this is from another forum

For anyone planning on painting these,I used Cell Vinyl paints. They are acrylic based paints.

I also used makeup blush powders on the face to break up the flat flesh tone.

I custom mixed the colors I used.

Any good quality acrylic paints will work on these.
Just wash them well in warm soapy water first.

You also want to use a matte clear coat after all the painting is done. Testors Dull Coat is great for this.

In a related story, I was at Home Depot and ran across a Glidden paint color that is pretty darn close to "Batman Blue" and it comes in a "Paint Tester" size 2 oz. bottle.
It's "Rich Navy" number GLB 25.

To match what I did you would have to lighten it up a bit with white.I did this to create more contrast with the black.
Other than that it's a great all around Batman Blue.

Thanks again for the kind words everyone!!!

All the best,
Chuck...
